Estimates built around the app alone are routinely wrong by a wide margin, because the infrastructure underneath is where most of the cost and nearly all of the operational risk sits.

If you are licensing studio content, DRM is a contractual requirement rather than a technical choice, and you will typically need all three major systems — Widevine for Android and Chrome, FairPlay for Apple, PlayReady for Windows and many smart TVs. Each has its own licence server and device certification path. For original or user-generated content the requirement is usually lighter, and we will say when you can avoid the cost.

Cost splits three ways and they scale differently. Transcoding scales with catalogue size, so a large library is expensive before anyone watches it. Storage scales with catalogue and with how many renditions you keep. Delivery scales with audience and bitrate. Most cost surprises come from an overly wide encoding ladder or from serving higher bitrates than viewers can perceive on the device they are using. We model this before build.

Each smart TV and set-top platform — Tizen, webOS, Roku, Fire TV, Android TV, Apple TV — has its own SDK, certification process and store review, and each adds ongoing maintenance as the platform updates. Launching on two well is better than six badly. We recommend a sequence based on where your audience actually watches rather than covering the matrix.

This is the harder half and most systems handle it badly. New subscribers have no viewing history and new titles have no plays, so collaborative filtering alone produces a repetitive front page and a catalogue nobody reaches. Content-based signals, metadata similarity and editorial curation cover the gap. We have built cold-start recommendation as the primary constraint on an interest-graph platform where no behavioural history existed at all.

For a defined scope we target a working MVP in 30 days and a core production build in 90. OTT extends when DRM certification, studio content agreements, store review across device platforms or CDN contracting is involved. Device certification in particular runs on each platform holder's schedule, and we plan around it rather than promising through it.
